2-1-1: Get Connected Get Answers
Inclusion Policy

The purpose of this policy is to provide a framework for the Brown County United Way (BCUW) and the Aging & Disability Resource Center of Brown County’s (ADRC) 2-1-1 Database, in order to develop and maintain a workable database that supports the provision of information and referral services for all of Brown County. 2-1-1: Get Connected, Get Answers is a joint venture between the BCUW and the ADRC; the name 2-1-1: Get Connected, Get Answers indicates both organizations.
Information will be collected primarily from service providers within the service coverage area and out-of-area providers who routinely provide services within the service coverage area or offer unique services not available within the area covered.
The following list should not be considered complete; the final decision for inclusion is at the discretion of 2-1-1: Get Connected, Get Answers. Consideration for inclusion will be given to organizations that have existed for at least three months and provide social, health, consumer, educational, environmental, or other services; that can prove they are licensed as required by regulating agencies; that have an independent governing body; and that meet the following criteria:
- Private, nonprofit 501(c)3 organizations that offer free or low cost services to the community at large
- Community groups and organizations that offer unique or specialty services to the community
- Organizations that do not charge a fee or offer a sliding-fee scale negotiable to zero
- Advocacy groups and community coalitions
- Government (local, state, federal) and quasi-public agencies, or organizations that are designated, funded, or contracted by the government to provide specific social, health, or human services
- Hospitals, medical clinics, mental health clinics and other health related clinics
- Crisis lines, hotlines, help-lines, information lines, information and referral lines administered by nonprofit organizations or government entities
- Organizations that provide emergency or disaster services
- Organizations that serve vulnerable populations
- Local, statewide, and nationwide toll-free phone services that can be accessed by callers in Brown County
- Local chapters of national organizations or when not available, the state or national organization (when multiple chapters exist of an organization, one main contact number will be listed)
- Organizations that have volunteer groups who will provide volunteer services to the community
- For-profits providing affordable social, health, or human services not adequately met by other resource listings; or offering free service, scholarships, reduced fees, sliding-fee scale, or that accept Medicare or BadgerCare
- For-profits offering programs that provide unique, specifically targeted services, or services that are otherwise difficult to access
Exclude the following:
- Organizations that deny service on the basis of race, sexual orientation, religious belief, or national origin
- Organizations that violate local, state, or federal laws or regulations
- Organizations that do not or cannot supply proper documentation or evidence of current licensure, registration or certification when such is available or required by law
- Organizations that refuse to sign a Memo of Understanding (MOU)
- Organizations that have been in existence less than three months, unless one of the following criteria is met:
- Are affiliated with a large, well-known national company or organization
- A unique, much-needed service is provided in the community
- Organizations that do not have an established address, phone, and consistently available contact person
- Organizations that serve members only
- Individual religious organizations or places of worship
- Candidates for public office
- Schools and vocational training programs other than those that are public or nonprofit
- For-profits that do not meet the inclusion criteria
- Private practitioners, group practices of mental health providers, medical doctors, osteopaths, podiatrists, dentists, legal/paralegal providers, etc.
- Support groups offered by private therapists or social workers for which there is a fee to pay the leader for his/her time
- Organizations that misrepresent their services in any way
- Organizations that do not update their information on an annual basis

Appeal Process
An organization may appeal an exclusion decision by submitting a written statement to 2-1-1: Get Connected, Get Answers. The written statement should include a justification referencing the inclusion/exclusion policy of 2-1-1: Get Connected, Get Answers, be dated, and include the name, address, telephone number, and the signature of the appealing organization.
The 2-1-1 Brown County Impact Council and/or the ADRC Board of Directors, depending on the populations served by the provider, will review the appeal and make a decision and the appealing organization will be informed of a decision within 30 days.
