Membership is for any person over 18 years of age residing, owning property, or operating a business within the area bounded on the north by the Fox Valley & Western railroad tracks, on the east by the Fox River, on the south by Walnut St./Shawano Ave. and on the west by Norwood/Lincoln Avenues.
