The County Clerk's Office consists of five main areas of responsibility: records management; elections; licenses and permits; U.S. Passport Acceptance Agency; and serving the County Board and Parks Department. Regarding elections, the County Clerk is responsible for conduction county, state, and national elections to include: publishing of notices; filing of nomination papers; preparing finance reports; coding, printing, and distributing ballots; tabulating and releasing returns; and storing and maintaining election records, statewide voter registration services, supplies, and ballots. Numerous licenses and permits involve County Clerk action. The County Clerk acts as an agent for the DNR and sells DNR licenses over the counter. Additionally, the County Clerk educates the public about mandatory state requirements regarding applications to marry. Marriage licenses are issued to include obtaining confidential information on the application, collecting fees as necessary, and preparing and issuing marriage certificates. Further, dog licenses are received and distributed to municipalities as an agent of the state to include the distribution of forms, tags, permits, and the generation of reports. It is the responsibility of the County Clerk to prepare, design and distribute the Brown County Directory. The County Clerk's office issues boat launch permits, golf passes and certificates and alarm permits. In addition, on behalf of the Parks Department, the Clerk's office collects, computes and deposits ski, bike and horse daily trail fees and boat launch fees. Likewise, the County Clerk serves the County Board by recording County Board proceedings assuring compliance with open meetings and records laws, and maintaining files of legal papers and documents. The County Clerk's office provides numerous other auxiliary services, as required by law, to all constituencies internal and external to Brown County. Finally, the County Clerk's office supports Brown County's general information telephone line, thereby directing thousands of calls annually to the proper authority.
