Emergency Food & Shelter Program (EFSP)

The Emergency Food and Shelter National Board Program (EFSP) is a Federal program administered by the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and has been entrusted through the McKinney-Vento Homeless Assistance Act of 1987 (PL 100-77) “to supplement and expand ongoing efforts to provide shelter, food and supportive services” for hungry and homeless people across the nation. The Federal Emergency Management Agency (FEMA) chairs the National Board, and United Way Worldwide is the fiscal agent and staff for the program.

Emergency Food and Shelter dollars are earmarked for local nonprofit organizations that support essential services that help hungry, at risk and homeless families and those in immediate crisis. Brown County United Way supports the EFSP program locally by serving as the conduit for these funds. Approximately, $100,000 was allocated in Brown County in 2015. EFSP funds are used to help struggling Brown County residents access basic needs, including:

  • Food – served meals or food pantry boxes
  • Shelter – mass emergency shelter facilities
  • Rent – assistance with rent to prevent homelessness
  • Utilities – assistance with gas and electric bills

Upon notification from the EFSP National Board that an EFSP Phase will be released, the Local Board will update this website and provide application instructions.

EFSP Funds are a Federal Grant, and funding may not always be provided exactly per program period calendar. Funds are provided in two payments, the second payment may come after the close of the spending cycle, and costs can only be reimbursed for expenditures made during the specified spending cycle.

Jurisdiction Awards: Phase 34

Brown County has been awarded $101,630 in federal funds made available through the through the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) under the Emergency Food and Shelter National Board Program to supplement emergency food and shelter programs in the county. This award is based upon the total number of unemployed as compared to the total number of unemployed in all qualifying jurisdictions.

To be eligible for EFSP Phase 34 funding, organizations must:

1) Be a non-profit or an agency of government
2) Be eligible to receive federal funds
3) Have an accounting system
4) Practice nondiscrimination
5) Have demonstrated the capability to deliver emergency food and/or shelter programs, and
6) Grantees must complete all reports and correspondence in a timely manner. Prior EFSP grantees must be current with all reports due to the EFSP National Board to apply for the new phase funding. Previous performance as well as the success of particular programs may also be taken into consideration.

The Brown County Emergency Food and Shelter Program has an open competitive application process.

  • The application will be available from June 1st, 2017 and will remain open for 30 days.
  • Completed proposals must be received by 4:30 p.m. on June 30, 2017.
